New paper on security, narratives, the EU and China

Everybody discusses it but hardly anyone analyses what is actually behind the connections and strategies of security and narratives in the EU and China.

This paper aims to to highlight the connections between narratives and political risks in the context of EU-China tensions. Consequently, it analyses the interests in constructing, disseminating, and receiving information about narratives versus facts and compares them in their individual strategies. The paper closes with a brief conclusion of the current status quo of security and narratives in the EU and China, and it gives inspiration for more relevant knowledge in the field of political risk management or to handle “geopolitical” risks – a topic the EU Commission has set as its top slogan under Ursula von der Leyen since 2019.

The author argues that “Constructed narratives designed as a weapon will find an open door to walk into Europe and neither meet sufficient, current, nor strategically comprehensive risk awareness education or joint defence tools in the EU or some of its member states.” and that “(…) the Chinese government, with its numerous tools such as laws, information censorship, security hotlines to report suspicious behaviour of others and many more, seems to be hypersensitive to political risks given the stability of its political leadership”.

UACES 2022: Comparative Risk Management – On Perspectives and Narratives in the EU and China

With a group of European scientists for EU-China relations, Cassandra Foresight will participate in an opening panel discussion on “Narrating Europe and China: The Role of European Narratives of the EU-China Relationship” at the UACES 2022 conference in Lille/ France on September 5, 2022.

Chaired by Lin Goethals (European Institute for Asian Studies), four scholars including Duncan Freeman (Vrije Universteit Brussel), Ágota Revesz (Technische Universität Berlin), Chi Zhang (University of St Andrews), Steven Langendonk (KU Leuven), and Sabine Yang-Schmidt (Cassandra Foresight) will discuss the role of narratives in EU-China relations.
